THE BUREAU FOR INSTITUTIONAL REFORM AND DEMOCRACY GMBH – BiRD – IS AN INDEPENDENT AND PRIVATELY OWNED CONSULTING COMPANY PROVIDING FIRST-CLASS CONSULTING AND PROJECT MANAGEMENT SERVICES

BiRD’s primary fields of activity cover key aspects of democratic governance and institutional strengthening – like rule of law, justice sector reform, parliamentary assistance and political party support, electoral assistance, human rights, support to state and non-state actors, and conflict prevention and peacebuilding – in developing and transition countries.

Based on a database of over 3,500 affiliated consultants, BiRD co-operates with European and international senior and junior experts and with national consultants in various project countries. Being among the first companies to explicitly specialise in the increasingly important governance sector, BiRD has gradually shifted from implementing short-term missions to managing larger-scale technical assistance projects. Today, BiRD provides services in all stages of the project cycle, including evaluation, training, research and policy advice. While the company’s specific regional focus lies in Sub-Saharan Africa, BiRD’s project experience also encompasses Central and Eastern Europe, Balkans, Middle East, Northern Africa and Asia.

BiRD’s clients are, among others, the European Union, the Department for International Development, the Deutsche Gesellschaft für Internationale Zusammenarbeit or the Austrian Development Agency.

BiRD applies a senior-level backstopping approach to its projects, combining technical and sectorial competences of its senior in-house staff with technichal and administrative support from its headquarters.
